The Transport Research Observatory, operating within the Centre for EU Transport Projects, organized a workshop entitled "Rolling Stock, PSC, and PUZZLE: How to Avoid Derailment?", devoted to the current challenges facing passenger rail transport in Poland. At the event, the Law Firm HANTON Szalc Zięba & Partners was represented by attorney Michał Zięba, PhD, who presented on issues related to ensuring non-discriminatory access to appropriate rolling stock in the context of tender procedures for the provision of public transport services.

The workshop also discussed issues related to overcompensation and its mitigation, the financing of rolling stock under Article 5a of Regulation 1370/2007, state aid principles, and the issue of entrusting and outsourcing tasks under PSC contracts. The meeting brought together representatives of public administration, experts, and rail operators, creating a platform for the exchange of views and best practices. The topics discussed align with the current research directions conducted by the Office of Competition and Consumer Protection, as reflected in the recently published "Report on the study of the rail passenger transport market in Poland." The event confirmed the growing importance of effective regulation, competition, and transparency in the rail services market.
The latest edition of the 2026 Railway Telecommunications Congress took place in February—an event dedicated to the latest trends in the digitalization of rail transport and the development of telecommunications solutions for rail infrastructure and rolling stock.
