Managing Partner of HANTON as a speaker at the MFiPR workshop on contracting PSC contracts

On Friday, October 3rd, a specialized workshop dedicated to the contracting of public service contracts (PSCs) and the use of EU funds in public transport was held at the Ministry of Development Funds and Regional Policy. The event brought together representatives of public administration, transport organizers, and industry experts, for whom the upcoming competitive tenders under the PSC framework represent one of the key challenges of the coming years.

One of the highlights of the program was a presentation by Michał Zięba, PhD, Managing Partner of the Law Firm HANTON Szalc Zięba & Partners, entitled "Passenger Transport in the Public Service – Competitive Tendering and Entrustment." In his presentation, the speaker discussed the differences between the procedures for selecting rail operators, paying particular attention to issues related to overcompensation and the role of agreements concluded by public transport organizers.

During the Q&A panel, alongside Michał Zięba, Kamil Ciupak and Joanna Fornalczyk, Ph.D., CIA, spoke. Together, they answered questions regarding, among other things, the following: Methods for properly addressing the risk of overcompensation and organizing transport lines crossing the borders of two voivodeships were also discussed. Practical aspects of preparing PSC agreements were also discussed, particularly in the context of their compliance with EU and national regulations.

HANTON Law Firm was also represented at the workshop by Dominik Aptacy, attorney-at-law, and Anna Kutyłowska, Ph.D., attorney-at-law, who actively participated in behind-the-scenes discussions and exchanged experiences with industry representatives.

The event, organized by the ProKolej Foundation and the Center for EU Transport Projects, provided an important forum for discussion on the future of the domestic passenger transport market. Participants agreed that it was an excellent opportunity to deepen their knowledge and exchange perspectives on areas crucial to the effective planning and implementation of public transport services.
